ECONOMIC AND SOCIAL STABILIZATION PROGRAM

At the meeting on June 4, the Council of Ministers approved the Economic and Social Stabilization Program (PEES), which aims to recover the economy and social sustainability, affected by the coronavirus pandemic. This program is based on four axes: a first segment of institutional matrix, a second axis on companies, a third chapter related to employment and, finally, an axis related to social issues.

1. There is a set of measures that focus on regional and local finance, on issues related to public procurement and the Court of Auditors, the creation of a Development Bank, the training of Public Administration, the promotion of greater labor and fiscal justice, the growth in the scope of administrative simplification (SIMPLEX SOS), the reform of the insolvency and company recovery process and the way in which the management and disposal of State assets should occur.

2. The second axis for companies, focuses primarily on financing mechanisms, bank moratoria, legal regime for corporate income tax, company capitalization funds, teleworking and the promotion of short distribution chains, the promotion of new business areas, as well as the acceleration of SMEs. 3. Employment is an extremely important area in this framework, as families' survival depends on it. In this context, it is given special emphasis to support for hiring; the guidelines that must follow the post-lay-off regime, the promotion of training and professional requalification, the implementation of improvements in terms of hygiene and safety at work, the encouragement and support for self-employment and entrepreneurship, as well as the protection of independent and informal workers and the economic boosting of employment. 4. The last axis is based on the social component and assumes as priorities the strengthening of the National Health System, the support to income protection, the promotion of the universalization of the digital school, the implementation of a national strategy to combat poverty, support to the youth and childhood and housing reforms.
